- Can international MSBs qualify?
- Potentially. Eligibility depends on the entity, ownership, licensing, jurisdiction, customer types, counterparties, funds flow, expected activity, controls, and partner approval. Being licensed outside the United States is not automatically disqualifying, but documentation and a supportable U.S. dollar use case matter more.
- Can clients provide accounts to their underlying customers?
- Only under an account and program structure specifically approved for that purpose, with onboarding, verification, monitoring, recordkeeping, and escalation responsibilities allocated in advance. The sponsor bank and applicable providers retain approval rights.
- Are individual and business underlying customers supported?
- Business underlying customers are more common. Individual underlying customers are supported only where the program is expressly approved for them.
- Can third parties fund accounts or receive payouts?
- Third-party funding and beneficiary payments are supported only when expressly included in the approved program. The relevant parties, payment purposes, jurisdictions, evidence, limits, and controls must be defined in advance.
- Which responsibilities remain with the client?
